What is the Medical Reserve Corps  (MRC)?    

On June 19th, 2006, the Medina County Medical Reserve Corps was officially registered with the Office of the US Surgeon General in the Department of Health and Human Services.

The Medina County Medical Reserve Corps (MRC) is community-based and functions as a way to locally organize and utilize volunteers who want to donate their time and expertise to prepare for and respond to emergencies. 

The Medina County MRC is a volunteer group that brings health care professionals and others together to support local public health, emergency and medical services. As the events of September 11th unfolded, many Americans reacted by offering to help. In order to provide the rapid response needed in a disaster, volunteers must be trained and organized. A key function of the MRC is to provide members with specialized training and preparation. Who is eligible to join the MRC?

We are looking for all medical and non-medical professionals as well as people with other special skills who can provide basic support services during both emergency and non-emergency events. Anyone 18 years of age or older is eligible to join the MRC. There is a role for everyone!

What do MRC volunteers do?

Volunteers are needed for both emergency and non-emergency purposes. During a large scale emergency, participation may include treatment of victims of a mass disaster or epidemic. Volunteers may be asked to help staff an emergency vaccination clinic or pharmaceutical distribution site. During times of non-emergency, volunteers will receive emergency preparedness education and training and have the chance to serve as public health ambassadors. Activities might include assisting with flu clinics, providing education sessions on special topics, volunteering for public health events or trainings, and promoting immunization campaigns.

MRC training information

What training do I need to become a member of the MRC?
Newly registered MRC volunteers are required to complete the Introduction to the MRC training. This free training is provided by the MRC unit. Training is valid for three years. Upon completion of the third year as a registered volunteer, the volunteer must satisfactorily complete an updated or "refresher" state-approved training course.

MRC liability protection

Ohio Revised Code Section 121 404 was repealed effective on July 3, 2012. This change was the result of Ohio EMA and the Ohio Department of Health(ODH) taking over management and administration of the Ohio Responds volunteer database from the Ohio Community Services Council. Ohio Revised Code Sections 5502.281 and 3701.04 now take the place of Section 121.404 and have essentially the same language. Ohio Revised Codes 5502.281 and 3701.04  provide liability protection to registered Ohio Citizen Corps volunteers (which includes Ohio MRC volunteers) during local, state or federally-declared emergencies, disasters, drills and trainings. The statute also exempts a registered volunteers personal information in the Ohio Citizen Corps database from public disclosure. It is critical that the registration process be completed in its entirety to be eligible for liability protection. Click here for more information on Liability Protection for MRC volunteers.
